Master Chief Francis “Frank” Carroll United States Navy, Retired, age 83, born in Philadelphia, Pennsylvania sadly left our lives the morning of July 3rd, 2025.
Frank was the beloved husband of Shirley (Blumenthal) Carroll for over forty-eight years. Master Chief Francis Carroll proudly and honorably served with the United States Navy for twenty-three years. He sailed on eight ships (Boilerman Technician) and was a Naval Instructor during his Military Career. He often told us that he would re-enlist again if he were young enough.
After Military Service, Dad brought his skills, leadership and experience to civilian life and enjoyed a successful career as Plant Operations Manager at Lucent Technology (AT&T Bell Laboratory) and the University of Central Florida. Frank and Shirley settled in Orlando, Florida, after residing in Pennsylvania for many years. As a true Pennsylvanian, Frank enjoyed his favorite beverage, ice cold Yuengling Beer along with Utz Pretzels.
Frank was predeceased by his parents, John & Marie (Wise) Carroll, and siblings (Marie, Richard and George). He attended Catholic school and along with his military service, he was a man of discipline, honesty, and integrity. He was also quite the family man and role model. Dad set the bar high for his three children by adding much love, nurturing, and unmatched parenting skills to daughters Hope Caplan, Michele Lazarow (Brian), and son Frank Silverman (Barbara). He was a loving and attentive “Poppy” to Samuel Caplan (Anna), Daniel Caplan, Faith Schnapp (Zachary), Drew Lazarow, Avery Silverman and Dylan Silverman. They loved him as much as he loved them. He never missed an opportunity to guide all of us in the right direction, always looking out for our welfare. Poppy will also be sadly missed by his sister-in-law Kathy Carroll and nephew George Carroll, Jr. (Gabriela).
Frank’s love for Shirley was enhanced with their years of owning horses (they showed, raced and bred them). They also raised many dogs, always two at a time. He had quite the green thumb, which became part of his morning ritual: Coffee with mom, reading the newspaper, and tending to the patio and backyard full of meticulous landscaping, including birds-of-paradise, a fruitful lemon tree, and other beautiful tropical plants. Retired for many years and educated with the world around us, Frank was well read, stayed current with the news and latest technology. Poppy was a great storyteller and fun to talk with about almost anything. He was and always will be our shining light.
A private Military Funeral with military honors will be held with Frank’s immediate family. Master Chief Francis Carroll will be laid to rest at the Cape Canaveral National Cemetery in Mims, Florida.
